Although the city-states spoke the same languages and worshipped the same gods they considered themselves to be entirely independent. Nobody would describe themselves as 'Greek', rather 'Athenian' or 'Cretan'. The city-states would sometimes co-operate and sometimes war with each other!
Ancient Greece was a collection of island and city states governed independently by a variety of rulers - some had kings, some a governing council.

The city-states were formed when villages began to group together for mutual protection.
